What is a legacy business?
If you are unfamiliar with the term “legacy business," you may be in good company, as its use is relatively new in preservation and city planning. Legacy businesses are commonly described as long-standing businesses that have been operating in the same community for an extended period, contributing unique value to that community. The first program in the US dedicated to preserving these legacy businesses was started by San Francisco Heritage in 2013 as a pilot program to preserve historic bars and restaurants in a rapidly gentrifying city. Current legacy business programs each define a legacy business in their own way, with some common denominators (see the section below for some examples). Of the legacy business programs interviewed, surveyed, and researched when compiling this toolkit, small- to medium-sized independent or locally owned businesses were the primary targets of their programs, with large, chain, or industrial businesses considered out of scope.

How legacy businesses are defined around the US:
Atlanta Local Legacy Program
The business must operate from a commercial space located in the City of Atlanta and have been in continuous operation for at least 30 years.
Denver Legacy Business Program
An independently and/or locally owned business located in the city or county of Denver that has been operating for 10+ years and providing (specific) goods or services in a physical location.
Long Beach Legacy Business Program
Businesses that have operated within the city for at least 10 years and are significant contributors to its history and identity.
San Francisco Legacy Business Program
The business must be at least 30 years old, have a strong connection to its community (as determined during the review process), and have been nominated by a San Francisco Supervisor or the Mayor's Office.
San Antonio Legacy Business Program
Businesses that have been around for 20 years or more and contribute to the history, culture, and authentic identity of San Antonio.
